I would like to take this opportunity to welcome the new Chancellor of the Duchy of Lancaster to his post.

Okay, I will repeat the question for the Security Minister, because either he did not hear it or he chose not to answer it.

I believe the right hon. Gentleman, but I find that answer extraordinary, and I think he should find it extraordinary, too.
